Land Fragmentation Fuels Slum Growth in Wakiso, Uganda

Wakiso District, once predominantly rural, is rapidly urbanizing as an extension of Kampala, leading to the proliferation of informal settlements. Factors such as increased demand for affordable land, population growth, and rural-urban migration are pushing residents into overcrowded areas lacking proper planning, access roads, and sanitation.

According to Ms. Ruth Nakatudde, the Wakiso District principal physical planner, demographic and economic pressures are key drivers, with the division of land parcels being a significant contributor. “Everyone is looking for an affordable plot of land for settlement. They want to stay near Kampala, probably where they are employed or operating their businesses,” she stated.

The district’s proximity to the capital makes it an attractive option for those employed in Kampala but unable to afford housing there. This is particularly evident in Wakiso Sub-county, which is experiencing rapid expansion due to its advantageous location. Ms. Nakatudde noted that residents choose to live in Wakiso to minimize transportation expenses.

The unchecked growth of these settlements often results in inadequate infrastructure, including poor housing standards and insufficient drainage systems, creating challenging living conditions for many.
