Deputy Speaker Tayebwa Confronts PDM Fund Issues in Ruhinda North

During a recent assessment in Ruhinda North, Deputy Speaker Thomas Tayebwa encountered widespread issues with the implementation of the Parish Development Model (PDM). Residents voiced frustrations over lengthy delays in accessing funds, with some applicants reportedly waiting up to two years to receive their allocated amounts. Tayebwa acknowledged that fund release schedules contribute to some delays but emphasized the critical need for transparency, urging leaders to post application lists chronologically.

Corruption and illegal deductions were also significant concerns. Tayebwa strongly advised beneficiaries against paying any fees to access PDM funds and encouraged reporting of any officials soliciting money. He reassured residents that any funds recovered would be returned to the community pool.

The youth’s role in the PDM program was highlighted as particularly problematic. The youth councillor for Kigyende Sub-county, Nasasira Ronald, stated that young people are often excluded from PDM committees, hindering their ability to access the 30% of funds designated for them. Tayebwa directed local leaders to review committee compositions and ensure youth representation.

Further issues included beneficiaries receiving less than the intended Shs1 million, with Tayebwa clarifying repayment terms and encouraging early repayment to qualify for subsequent funding rounds. The Deputy Speaker also clarified that recipients of the SAGE program are eligible for PDM funds, and cautioned against fraudulent attempts to use others’ identity cards for applications, as well as misinformation about repayment obligations.
