The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has issued a summons for businessman Hassan Basajjabalaba to appear before them. The committee, led by Chairperson Hon. Muwada Nkunyingi, aims to question Basajjabalaba regarding a contested Shs140 billion guarantee issued by the Bank of Uganda in 2017.
Basajjabalaba was expected to provide an explanation for the guarantee but failed to appear at a recent sitting. Instead, his legal representatives from Magina Advocates requested more time, citing a late summons and the client’s indisposition. The lawyers also noted that the matters had previously been litigated and sought time to gather relevant documents from transactions between 2009 and 2011.
During the committee’s debate, some Members of Parliament expressed concern that the delays might be an attempt to evade parliamentary oversight. Hon. Martin Kisule questioned why the summons was not served directly to Basajjabalaba, whose address is known.
COSASE emphasized that its primary objective is to investigate the expenditure of public funds and the circumstances surrounding the Bank of Uganda’s involvement. The committee has rescheduled Basajjabalaba’s appearance for September 23, 2026, with the new summons to be served by a police officer, mandating his personal attendance.
The core of the investigation revolves around the Shs140 billion guarantee, with the committee seeking clarity on the contractual terms, the obligations of involved parties, the justification for the central bank’s guarantee, and the current status of recovery efforts.
