Lira District Officials Jailed for Irregular Land Title Processing

Senior Land Management Officer Joseph Ocen Alwong and District Staff Surveyor Francis Opio of Lira District Local Government have been convicted and sentenced by the Anti-Corruption Court. The officials were found guilty of facilitating the irregular processing of a land title for property belonging to the district.

Alwong received a four-year prison sentence, while Opio was sentenced to three years. These convictions were secured through a plea bargain.

The charges stemmed from actions allegedly taken between February 2019 and October 2020. Authorities, including the Anti-Corruption Unit, CID, and the ODPP, arrested and charged the officials in 2024 with abuse of office and conspiracy to defraud.

According to the Anti-Corruption Unit, the officials used their positions to enable the irregular issuance of a freehold certificate of title for district land. The land, located at Plot 19, Ben Emor Road, Ireda Estate, was subsequently titled in the name of Alwong’s daughter under the pretense of her being the customary owner.

This is not the first time the duo has faced similar charges. They had previously been convicted and sentenced on related offenses, with Alwong receiving four years and Opio three years in that earlier case.

The successful prosecution highlights the ongoing efforts by government bodies to combat corruption and the misuse of public office and assets.
