ActionAid Urges Increased Climate Adaptation Investment as Northern Uganda Faces Severe Drought

Northern Uganda is currently experiencing a severe and prolonged drought, leading to declining agricultural yields and environmental degradation. In response, ActionAid International Uganda has intensified its advocacy for increased investment in climate change adaptation and resilience measures.

During a community engagement in Nwoya District, part of a global campaign for climate justice, ActionAid highlighted how rural communities, though contributing minimally to climate change, bear its harshest impacts. These communities heavily rely on land, natural resources, and predictable rainfall, all of which are becoming increasingly unreliable.

Robert Asiimwe, a Programme Officer at ActionAid Uganda, noted the confusion caused by shifting rainfall patterns, making it difficult for farmers to plan planting seasons and jeopardizing food security. He urged the government to allocate more resources towards adaptation and to support locally-led solutions like agroecology and agroforestry, which integrate traditional knowledge with scientific approaches.

The organization is also advocating for global financial reforms, including debt cancellation for developing nations, to free up resources for climate action. Asiimwe stressed the need for accessible, grant-based climate financing and emphasized that climate justice requires hearing and involving affected communities in decision-making and resource distribution.

Local officials in Nwoya District confirmed the severity of the drought, which has significantly impacted crop production, particularly maize and groundnuts. Emmanuel Omara, Nwoya District Forestry Officer, warned of potential hunger and famine and linked the climate challenges to substantial forest cover loss in the district. Everline Acca, the Senior Environmental Officer, identified deforestation, charcoal burning, and wetland encroachment as critical issues exacerbated by poverty.

Farmers like Maurice Ochan shared devastating personal losses, having spent significant sums on crops that failed entirely due to heat and drought. This has pushed some to diversify livelihoods and explore irrigation, though they hope for group-based access to such technologies.

ActionAid’s campaign aims to bridge information gaps, empower communities to develop their own solutions, and demand accountability from institutions responsible for environmental protection and climate action. The organization supports initiatives like tree planting and promoting energy-saving cookstoves to mitigate environmental pressures.
