Parliamentary Committees Gain New Autonomy Under Speaker Oboth-Oboth

Uganda’s public institutions have long grappled with bureaucratic hurdles, political interference, and misaligned priorities. Within this landscape, Parliament itself has faced scrutiny regarding its image, autonomy, and capacity to fulfill its constitutional mandate. Therefore, the initial 100 days of Speaker Jacob Oboth-Oboth’s leadership warrant attention, and his tenure appears to have begun positively.

A key highlight of his early leadership is the deliberate effort to empower parliamentary committees. These committees are the operational backbone of Parliament, tasked with the vital functions of scrutinizing government initiatives, reviewing public spending, investigating governmental shortcomings, and ensuring accountability from public officials.

By granting these committees greater control over their budgets and operational processes, the Speaker is signaling a commitment to enhancing their efficacy. This empowerment is crucial for committees to conduct thorough investigations, engage in robust oversight, and ultimately contribute more effectively to good governance and public accountability.
