Museveni Unveils New SFC Housing in Nakasero, Emphasizes Welfare and Discipline

President Yoweri Kaguta Museveni has officially opened new accommodation facilities for the Special Forces Command (SFC) in Nakasero, Kampala. During the commissioning ceremony, the President, who also serves as the Commander-in-Chief of the Uganda People’s Defence Forces (UPDF), stated that the investment is a crucial step towards improving the welfare, discipline, and overall operational readiness of the nation’s armed forces.

President Museveni invoked a Banyankole proverb, “The shape of the head determines the hairstyle,” to illustrate the principle of institutional development based on affordability and essential needs. He recalled the National Resistance Army’s (NRA) early days, where the focus was on acquiring weapons and providing training rather than immediate luxuries like high salaries and elaborate barracks, contrasting this with previous armies.

This strategic approach allowed the NRA to gradually build its capabilities. The President also addressed the challenge of corruption within the forces, emphasizing that properly accommodating soldiers in organized facilities is vital for maintaining discipline and combating such issues. He credited the Chief of Defence Forces, Gen. Muhoozi Kainerugaba, for his support in channeling resources towards military infrastructure, particularly advocating for commanders to reside within barracks.

State House Comptroller Jane Barekye and the project’s technical team, including Prof. John Stanley Ralph Senfuma, were commended for their efforts in delivering the project, which began in 2023 and was completed in 2025. The two dormitory blocks are designed to house 518 personnel, significantly improving their living conditions.

The Commander of the SFC, Maj. Gen. Asaph Mweteise Nyakikuru, welcomed the development, noting that enhanced accommodation directly contributes to the morale and effectiveness of his troops. He also pointed to ongoing investments in technology and command systems within the SFC. Prof. Senfuma highlighted the high quality of the construction, which was entirely undertaken by Ugandan professionals, showcasing local expertise.
