Since assuming leadership of the Ministry of Local Government in late May, Minister Balaam Barugahara has significantly altered the conventional operations within Uganda’s public administration. Diverging from the typical approach of operating solely from a Kampala office and relying on curated briefings, Barugahara has brought the ministry’s work directly into the districts.
His tenure has been marked by frequent and often unannounced field inspections, coupled with direct engagements with citizens in town-hall settings. This active presence in the field is a stark departure from the usual administrative rhythm.
For the established political class, these initiatives might appear as disruptive populism. However, for the average Ugandan, who has long grappled with neglected feeder roads, phantom employees on payrolls, and underfunded health facilities, Minister Barugahara’s methods signify something profoundly important: the long-awaited arrival of accountability at the grassroots level.
While acknowledging that bureaucratic inertia cannot be overcome overnight and due process must be upheld, the alternative of elite silence in the face of collapsing public services is simply not viable. Minister Barugahara’s proactive stance, despite potential criticisms, addresses a critical need for responsiveness and oversight in local governance.
This direct engagement model aims to bridge the gap between policymakers and the realities faced by ordinary citizens, fostering a more transparent and effective system of local government management. The focus is on tangible results and ensuring that public resources translate into visible improvements in communities across the country.
