Uphold Rule of Law for All, Urges Deputy Chief Justice Ahead of Ben Kiwanuka Lecture

Deputy Chief Justice Richard Buteera has underscored the critical importance of upholding the rule of law, asserting that this duty extends to every Ugandan citizen and government institution.

Speaking ahead of the upcoming Ben Kiwanuka Memorial Lecture, Buteera stressed that the principles for which former Chief Justice Ben Kiwanuka sacrificed his life remain profoundly relevant today. He clarified that the responsibility for the rule of law is not confined to judges and lawyers but is a shared national obligation.

“The rule of law is not a preserve of the judiciary, the police, the prisons, the CID or all actors in the justice space. It is a duty of all of us Ugandans under the Constitution to uphold the rule of law,” Buteera stated.

He further elaborated that respect for the law should permeate everyday conduct, extending beyond formal government functions to personal and professional lives. “Even in your own spaces, in the workplace and in your homes, the way you behave and the way you treat others has an effect on the rule of law,” he added.

Buteera highlighted Ben Kiwanuka’s legacy, particularly his commitment to judicial independence and the unwavering respect for court orders, regardless of the status of those involved. Kiwanuka’s tragic disappearance in 1972, following his decision to grant a writ of habeas corpus in a case involving a British businessman, serves as a stark reminder of the sacrifices made for these principles.

The annual memorial lecture, themed “Justice for All: Carrying Forward Justice in Uganda’s Vision,” aims to remind institutions and individuals to reflect on their adherence to the values Kiwanuka championed. President Yoweri Museveni is expected to attend, with Margaret Sekajja delivering the keynote address.

The event seeks to foster a national commitment to justice and the rule of law, ensuring that Kiwanuka’s ideals continue to shape Uganda’s institutions and administration of justice for generations to come.
