Uganda Urged to Prioritize Welfare of Security Forces

Members of Uganda’s security forces, including the army, police, and prison personnel, play a crucial role in ensuring national safety and fostering an environment conducive to economic development. Their dedication allows businesses to thrive, generating employment and tax revenue essential for public services and infrastructure.

However, despite their vital contributions and the risks they undertake, the welfare of these servicemen and women is reportedly lacking. Many barracks across the country house aging, dilapidated structures dating back to the colonial era. Some of these buildings are even roofed with asbestos, posing health risks to personnel and their families. A significant housing shortage forces some members to live in makeshift, uncomfortable accommodations ill-suited for families.

Compounding these issues, some barracks face water supply disruptions due to unpaid utility bills. While some new construction has occurred, it is insufficient to address the widespread needs. The government is urged to allocate funds for accelerated construction of new housing and the renovation of existing habitable structures. Critically, all asbestos roofing must be replaced, and water bills for barracks should be settled to ensure a basic necessity is met.

Beyond housing and utilities, the government is also advised to enhance healthcare services for security personnel, recognizing the potential for mental health challenges like PTSD stemming from their demanding duties. Furthermore, a review of their salaries to improve living standards is recommended, alongside the reinstatement of chaplaincy services to provide spiritual and moral support.
