Uganda's Humanitarian Leadership Recognized with AU Agency Headquarters

Uganda’s selection to host the new African Union Humanitarian Agency (AUHA) headquarters is a significant affirmation of its long-standing dedication to humanitarian principles and regional peace.

The decision, celebrated by officials like First Deputy Prime Minister Rebecca Kadaga, recognizes Uganda’s extensive experience in hosting refugees and its favorable policies that grant displaced individuals the right to work and move freely. Currently, Uganda hosts approximately two million refugees, the largest number on the continent, setting a global benchmark for self-reliance among displaced populations.

This achievement is rooted in President Museveni’s foreign policy, which emphasizes African solutions for African problems. Uganda’s sustained military presence in Somalia under the African Union Mission for nearly two decades, coupled with its role in mediating peace talks for South Sudan and the Democratic Republic of Congo, demonstrates its commitment to regional stability.

Furthermore, Uganda’s Ministry of Health has cultivated considerable expertise in managing outbreaks of diseases like Ebola and Marburg, collaborating with international partners. The AUHA’s establishment comes at a critical juncture as the continent faces escalating climate-driven crises.

The selection committee evaluated potential host nations based on their operational capacity and regional trust. Uganda’s consistent track record in managing large-scale refugee settlements, participating in peacekeeping operations, and controlling epidemics showcased its institutional readiness.

The construction of the AUHA facility in Lubowa, estimated at $86 million, is expected to take about three years. While the Ministry of Finance will manage the initial investment, the agency’s operations will be supported by AU member states. This project is anticipated to boost local employment and procurement, while enhancing Uganda’s diplomatic standing and attracting international professionals.

The Lubowa headquarters will symbolize Uganda’s unwavering commitment to protecting the displaced and fostering peace across Africa, embodying Pan-Africanism through practical action.
