Nabakooba Urges Mityana Leaders to Recover Livelihood Funds

Lands Minister Judith Nabakooba has placed the onus on Mityana district’s local council leaders to ensure the successful recovery of government funds allocated to community livelihood initiatives. Speaking at sub-county meetings on September 14, Nabakooba, who also serves as the Mityana District Woman MP, emphasized that funds from programs like the Youth Livelihood Programme (YLP), Uganda Women Entrepreneurship Programme (UWEP), Parish Development Model (PDM), and Emyooga are meant to be revolving.
“What hurts is that this money belongs to us. Let’s ensure it is returned into circulation for others to also benefit,” Nabakooba stated. She highlighted that beneficiaries have been offered flexible repayment terms, including the option to repay Shs1 million over an extended period at a monthly rate of Shs80,000, yet many have failed to meet these obligations.
The minister’s directive comes amidst significant concerns over the low recovery rates in Mityana. The district commercial officer, Mr. Ivan Kisakye, reported that out of Shs30.5 billion disbursed under PDM to 23,004 households since the 2020/21 financial year, the highest recovery in any parish has been a mere Shs3 million, with some parishes recovering as little as Shs40,000, and many recovering nothing.
Mr. Kisakye attributed this poor performance partly to the perception among some beneficiaries who received funds before the 2021 General Election, viewing them as tokens rather than loans to be repaid. Similarly, the Emyooga program faces challenges, with only three out of seventeen Saccos in Mityana North Constituency qualifying for additional funding due to poor repayment.
Nabakooba urged leaders to sensitize residents about the importance of repaying these funds, stressing that non-recovery deprives other deserving households of similar opportunities. She also called on leaders to improve local service delivery and warned against corruption, particularly the misuse of official stamps in land transactions.
