Tooro Succession Not Finalized, Minister Mao States

Minister of Justice and Constitutional Affairs, Norbert Mao, has stated that the succession process for the Tooro Kingdom is far from over. Following the recent burial of Omukama Oyo Nyimba Kabamba Iguru Rukidi IV, disputes have emerged regarding the rightful heir to the throne.

Mr. Mao, who recently attended the burial in Fort Portal, acknowledged the “untouchable” conflict surrounding the succession. He assured that his ministry, in conjunction with the Attorney General, is preparing to advise President Yoweri Museveni on the matter.

Emphasizing the legal framework, Minister Mao stressed that the enthronement of any cultural leader is not officially concluded until their name appears in the Uganda Gazette. He urged for calm and adherence to the law, stating, “Enthroning any King does not end until their name is put in the national gazette.”

The Tooro Kingdom has experienced significant tension since the passing of King Oyo on August 27, 2026, at the age of 34. Prince Edward Rukidi Kiijanangoma was subsequently declared King Edward Rukidi Nabongo I, a move that has drawn protests from other members of the Royal Family, including Queen Mother Best Kemigisha and Princess Ruth Nsemere Komuntale.

Minister Mao explained that while cultural traditions guide enthronement, legal disputes must be resolved before any official recognition can be granted through gazettement. He did not provide a timeline for when the government would present its advice to the President but confirmed the process is underway.

Gazettement by the central government, through the Ministry of Gender, Labour and Social Development, serves as the official legal recognition of a traditional king or cultural leader in Uganda. The current situation highlights the critical role of this legal process in validating royal successions.
