PFF Condemns Security Blockade of Kampala HQ, Cites Rights Violations

Security forces on Monday morning cordoned off Katonga Road, restricting access to the headquarters of the People’s Front for Freedom (PFF) in Nakasero, Kampala. The opposition party condemned the extensive deployment, which included Field Force Unit and anti-riot police, describing it as a violation of constitutional freedoms and human rights.
Dr. Lulume Bayiga, the PFF deputy president for the Buganda Region, stated that political parties should be allowed to exercise democratic rights, including peaceful assembly and expression. He argued that the Constitution permits peaceful protests and processions as a means of expressing dissatisfaction. The party had informed the police of their planned procession to the Chief Justice’s office with the intention of delivering a petition, expecting police facilitation rather than obstruction.
“Blocking a peaceful procession tests the integrity of the State, infringes on freedom of expression, establishes a police state and militarizes politics,” Dr. Bayiga asserted during a press conference at the party’s headquarters. He also raised concerns about the medical facilities available to detained opposition figures, mentioning reports of them being taken to the Joint Clinical Research Centre (JCRC).
Kampala Metropolitan Police Deputy Spokesperson, Luke Owoyesigyire, explained that the deployment was a response to intelligence suggesting a potential “illegal activity.” He added that the necessary clearance from the Inspector General of Police had not been obtained. Owoyesigyire stated that the police action was intended to prevent the anticipated activity and maintain public order. Despite the blockade, the PFF leadership indicated their commitment to pursuing lawful means to advocate for the rights of their members and other detained opposition leaders.
