Entebbe Expressway Probe Fizzles as Parliament Backs Contractor

A recent parliamentary probe into the management of the Entebbe Expressway has concluded with unexpected results, as a majority vote in the House opted to retain the current private contractor, Pinnacle Security Limited (PSL), for toll collection duties.
Originally, the House Committee on Physical Infrastructure had put forth 14 recommendations aimed at addressing alleged mismanagement and a failure to install crucial infrastructure like the Independent Traffic Monitoring System (ITMS) and high-speed weigh-in-motion bridges. These systems are vital for independently auditing toll revenues.
Despite audit findings from UNRA and URA that raised concerns about PSL’s competencies and the contract’s execution, the parliamentary plenary session on August 27 saw these recommendations heavily modified. The decision to continue with PSL’s contract, which was extended in May this year, came as a surprise, particularly after the committee had suggested its cancellation.
Furthermore, proposals to hold Ministry of Works and Transport officials accountable for approving the contract extension, and to investigate the former and current Auditors General for alleged oversight failures, were also rejected by the legislators.
While nearly half of the committee’s original recommendations were struck down, Parliament did resolve that the Uganda Revenue Authority (URA) should conduct a forensic audit into PSL to ascertain financial losses from under-declared tolls. The House also mandated the recovery of revenue lost through the irregular issuance of free toll passes between January 2022 and June 2026. The Inspector General of Government (IGG) has been tasked with investigating former UNRA management for failing to enforce the installation of the essential monitoring systems. The government has also been instructed to ensure the future installation of the ITMS and weigh-in-motion bridges, with a progress report due to Parliament within six months.
