Museveni Orders Review of Eco-Friendly City Square Development

President Yoweri Museveni has tasked the Minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, with evaluating a proposal to redevelop the City Square. The initiative, put forth by city businessman Hajji Hassan Bulwadda, aims to convert the prominent two-acre space into a contemporary commercial and business hub.

In a directive issued on August 30th, 2026, President Museveni outlined the proposal received from Bulwadda. The businessman’s plan envisions transforming City Square into a state-of-the-art real estate complex, complete with amenities such as a hotel and a shopping mall. A key feature of the proposed development is its commitment to environmental sustainability, with plans to incorporate solar power and other eco-friendly technologies.

President Museveni has instructed Minister Kabanda to collaborate with the Kampala Capital City Authority (KCCA) to thoroughly scrutinize the proposal. “Study the proposal, discuss with Kampala Capital City Authority and come back to me,” the President stated in his directive, emphasizing the need for a detailed review before any decisions are made.

If approved, the project would mark a significant transformation for the historic City Square, potentially turning it into a vibrant, solar-powered commercial center. The proposal was also shared with the Vice President, the Prime Minister, and the investor, Hajji Hassan Bulwadda. As of the time of reporting, it remained unclear if KCCA had formally received the proposal for consideration.
