Modi Urges Global South to Lead in Shaping World Rules at BRICS Summit

Prime Minister Narendra Modi of India has urged developing nations to play a more prominent role in international affairs, stating that the Global South must evolve from being “rule-takers” to “rule-shapers.” This call came during the 18th BRICS Summit held in New Delhi, where Modi highlighted the current global governance system’s tendency to concentrate power among a select few nations, leaving many developing countries with minimal influence over critical decisions.
Modi characterized the existing structure as a “pyramid of privilege” and advocated for its transformation into a “platform of partnership,” ensuring every nation has a voice and a stake in global outcomes. To achieve this, he proposed that BRICS develop a “BRICS Reform Roadmap” with ten proposals for global governance reform to be considered at the next summit.
Key priorities identified for these reforms include representation, responsiveness, and rule-making. Modi stressed that reforms to the UN Security Council are long overdue and that voting power within international financial institutions should better reflect contemporary economic realities. He also called for increased participation from developing nations in establishing the rules for emerging technological domains such as artificial intelligence, cyberspace, and biotechnology.
The message holds particular importance for Africa, as the continent strives for enhanced influence within global institutions and greater representation in international decision-making processes. Uganda is attending the summit as a partner country, with Vice President Jessica Alupo representing President Yoweri Museveni.
In addition to governance reforms, Modi introduced a proposal for a Seafarers Emergency Support Network to aid maritime professionals during crises. Reflecting on BRICS’ 20th anniversary, Modi stated the grouping has reached a pivotal moment where internal consensus should translate into tangible global impact, echoing his sentiment that “If our future is shared, then the right to shape that future must also be shared.”
