Leaders of the expanded BRICS group have concluded their 18th summit in New Delhi, India, issuing a strong call for a fundamental reshaping of global governance structures. The “New Delhi Declaration” adopted at the summit demands an urgent overhaul of the United Nations Security Council to better reflect contemporary geopolitical realities.
Central to the declaration is the push for increased representation for countries from Africa, Asia, and Latin America within the UN Security Council. Both China and Russia have formally endorsed the aspirations of Brazil and India to gain more significant roles within the international body. The document also highlighted gender inequality in diplomacy, noting the absence of a female UN Secretary-General and advocating for merit-based leadership selections free from national monopolies.
Beyond the UN, BRICS leaders also targeted economic institutions established post-World War II. The declaration called for immediate structural adjustments to the International Monetary Fund and the World Bank Group, advocating for a revision of IMF quotas to better account for the economic contributions of Emerging Markets and Developing Economies.
The summit also addressed pressing global security concerns, expressing deep alarm over rising military expenditures, nuclear proliferation risks, and the impact of economic sanctions. BRICS representatives condemned unilateral coercive measures, warning of their detrimental effects on global food security and human rights. Specific calls were made for adherence to ceasefires in conflict zones like Gaza, demanding unhindered humanitarian aid access and reaffirming a two-state solution for the Israeli-Palestinian conflict.
BRICS nations also pledged support for a robust multilateral trading system and advanced several financial initiatives to foster intra-bloc cooperation, including a task force for cross-border payments and the potential launch of a BRICS Grain Exchange to stabilize food prices. Environmental targets were aligned with the UN Framework Convention on Climate Change and the Paris Agreement, emphasizing common but differentiated responsibilities.
