Uganda is poised to introduce a new Real Estate Bill aimed at bringing order and professionalism to its burgeoning property market. The proposed legislation seeks to tackle critical issues such as the prevalence of unqualified agents, rampant fraud in transactions, and the persistent challenge of accessing affordable housing finance.

Lands, Housing and Urban Development Minister Judith Nabakooba highlighted the urgency of these reforms, emphasizing that they are crucial for protecting the public from fraudulent dealings and misrepresentation within the real estate industry. The bill intends to establish clear mechanisms for accountability among practitioners.

This move comes as Africa, and Uganda in particular, experiences rapid urbanization. Projections indicate that the continent will host approximately 1.3 billion urban dwellers by 2050, facing a significant housing deficit estimated at over 50 million units. Uganda itself grapples with over two million households lacking adequate shelter and a limited number of mortgages.

The government’s initiative also addresses the broader financial landscape affecting housing development. Acknowledging that access to affordable, long-term financing remains a major constraint, the Real Estate Bill is expected to contribute to a more stable and trustworthy environment for property investment and home ownership.

The proposed law is anticipated to professionalize the real estate sector, creating a more secure and transparent marketplace for both buyers and sellers.
