Museveni Orders Review of Kampala City Square Redevelopment Plan

President Yoweri Museveni has directed the Minister for Kampala Capital City and Metropolitan Affairs, Minsa Kabanda, to thoroughly assess a real estate development proposal for Kampala’s City Square. The plan, submitted by businessman Hajj Hassan Bulwadda, aims to redevelop two acres of prime land in the heart of the capital.
In a directive dated August 30, 2026, President Museveni instructed Minister Kabanda to investigate the feasibility of the project. The directive was also shared with Vice President Jessica Alupo and Prime Minister Robinah Nabbanja, underscoring the project’s national significance.
President Museveni revealed that he received the proposal directly from the developer. The envisioned complex is designed to be a modern, eco-friendly structure, featuring a hotel, shopping mall, and other amenities. A key aspect of the proposal is the integration of green technology, such as solar power systems, to operate the mixed-use development.
“Study the proposal, discuss with Kampala Capital City Authority and come back to me,” President Museveni instructed the minister, emphasizing the need for consultation with the relevant city planning body. City Square, a vital public space in Kampala’s central business district, could undergo a substantial transformation if the proposal is approved following the review.
