Uganda's Generous Refugee Policy Faces Funding Strain

Uganda, long lauded for its progressive refugee policies, is grappling with the immense financial burden of hosting over two million refugees and asylum seekers. The nation’s 13 refugee settlements are stretched thin, and the government estimates an annual requirement of approximately Shs3.2 trillion ($850 million) to adequately provide essential services like food, healthcare, education, and infrastructure for both refugees and host communities.

During a recent regional workshop in Kampala, Minister for Relief, Disaster Preparedness, and Refugees, Mr. Sam Engola, revealed that the country is currently operating on less than half of its required budget. This funding crisis, he stated, necessitates a reassessment of the current situation and a call for voluntary repatriation.

“The way forward is for refugees to go back to their homes, like the 17,000 Burundians who have gone back on their own,” Mr. Engola urged, highlighting the successful return of Burundian refugees as a model. He noted that the number of refugees continues to rise, exacerbating the financial strain.

Since the minister’s appeal, a number of refugees have voluntarily returned, including 17,458 Burundians and 150 Sudanese, as security improves in their home countries. The government is advocating for a long-term strategy that fosters peace, supports recovery, and develops practical action plans for sustainable voluntary repatriation.

As of July, Uganda had only secured 12 percent of its estimated budget, leaving a substantial funding gap of Shs2.6 trillion ($700 million), underscoring the urgent need for international support and durable solutions for displaced populations.
