Speaker Oboth Declares War on PDM Fund Mismanagement in Tororo

Speaker of Parliament Jacob Marksons Oboth has issued a resolute warning to local leaders in West Budama Central County, Tororo District, concerning the management of Parish Development Model (PDM) funds. During a PDM progress review meeting held at his residence, Oboth declared that any instances of corruption, particularly demanding kickbacks from beneficiaries, would be met with decisive action.
“I was elected Speaker to fight corruption, and I will lead by example,” Oboth stated, emphasizing that public resources must reach their intended recipients without diversion. The meeting convened a wide array of grassroots stakeholders, including sub-county and parish chiefs, local council leaders, security officers, and SACCO leaders, alongside key district officials like the Resident District Commissioner (RDC) and District Police Commander (DPC).
The RDC urged the administrators to leverage the PDM as a tool for lasting poverty reduction. The gathering heard inspiring success stories, such as that of Beatrice Nyafwono, who used a Shs1 million loan to invest in livestock and a cassava garden, ultimately establishing a profitable retail shop and expanding her assets.
The DPC pledged police support to protect PDM beneficiaries and their assets, particularly livestock, and called for transparency in dealing with any criminal activity. Speaker Oboth echoed this, urging officials to refrain from interfering with justice and to allow the law to take its course. He also commended the District Internal Security Officers for their crucial role in monitoring government programs.
Oboth reiterated his warning against those who might collude to divert PDM resources, stressing accountability for all involved. He advised leaders to be content with their official salaries rather than seeking illicit gains or engaging in extravagant displays for public approval.
Despite some implementation hurdles, the PDM has already channeled significant funds into West Budama Central County. Between 2022 and 2025, Shs8.590 billion was disbursed to 7,873 families, with an additional Shs1.072 billion awaiting disbursement.
