Lango Health Assembly Highlights Critical Staff Shortages, Grounded Ambulances

The recent Third Regional Health Assembly in Lira has brought to light significant challenges plaguing the healthcare system across the Lango sub-region. A key finding is the critical shortage of medical personnel, with some health facilities having only a single lab technician serving an entire Health Centre III, far below Ministry of Health standards. This human resource crisis is exacerbated by reported instances of unprofessional conduct, including rudeness and extortion directed at patients.

Compounding these issues, emergency transportation is severely lacking. Despite the acquisition of new ambulances in some districts, many remain unusable due to a lack of fuel and essential equipment like oxygen cylinders. The assembly has called for a comprehensive audit of the ambulance fleet and the provision of standardized life-support kits.

Infrastructure also presents a considerable hurdle. Several health centres have operational theatres that remain unequipped and therefore unused. Furthermore, inadequate cold chain storage facilities at some centres pose a risk to vaccine efficacy. The region also grapples with a high disease burden, including significant rates of sickle cell disease and Hepatitis B, alongside a high incidence of malaria in certain districts.

Concerns were also raised about the rise of antimicrobial resistance, attributed to the dispensing of antibiotics without proper lab confirmation. To address this, stricter adherence to clinical guidelines and mandatory laboratory testing before prescribing are being advocated. Blood supply remains insufficient, with efforts focused on community mobilization and small incentives for donors.

Dr. Jane Ruth Aceng, former Health Minister, critiqued the assembly’s resolutions, emphasizing the need for them to be measurable and time-bound. She identified the workforce crisis as the root cause of many systemic problems and warned that growing populations and disease burdens, coupled with shrinking resources, necessitate urgent and effective solutions. The chain of issues, from staffing deficits to unequipped facilities and non-functional ambulances, requires immediate attention and adequate funding to prevent the repetition of these problems in future assemblies.
