Anti-Corruption Drive Overwhelms Justice System, Special Units Formed

State Minister for Local Government, Justine Nameere, has revealed that Uganda’s aggressive anti-corruption campaign is creating significant pressure on the nation’s criminal justice system. The sheer volume of officials being apprehended for corruption has overwhelmed the processes of preparing charge sheets, compiling case files, and prosecuting suspects in court.

Nameere explained that the challenge lies primarily in the processing stages – charging, drafting charge sheets, and managing case files for trial. “The system has become overwhelmed because we have caught many corrupt people,” she stated during a TV appearance.

In response to this bottleneck, the government has engaged with President Museveni, who directed the Directorate of Public Prosecutions (DPP) to find solutions for faster case processing. The DPP has agreed to form specialized units comprising prosecutors and criminal investigators. These units will work in tandem with the anti-corruption task force to ensure that once corrupt officials are identified, they can be swiftly prosecuted and processed through the legal system, including potential immediate detention.

Ministers Nameere and Balaam Barugahara have been actively conducting inspections of local government operations nationwide, targeting issues like embezzlement, recruitment fraud, and ghost workers. To date, over 300 individuals have been interdicted as part of this crackdown.

President Museveni has publicly endorsed the ministers’ hands-on approach, emphasizing the need for direct action at the grassroots level to combat corruption. The formation of these new specialized units is expected to bolster the effectiveness of the ongoing anti-corruption efforts by improving the speed and efficiency of the legal proceedings.
