Two Retired UPDF Generals Detained Amidst False Intel Probe

The military intelligence apparatus within the Uganda Peoples’ Defence Forces (UPDF) is reportedly under intense scrutiny following the detention of two prominent retired generals. Maj Gen (rtd) Abel Kandiho and Brig Gen (rtd) Charles Bakahumura, both of whom previously commanded the Chieftaincy of Military Intelligence (CMI), were reportedly apprehended on Wednesday morning.

Their detentions come less than three weeks after they officially retired from active service, having been part of a group of 19 generals retired on August 20, 2026. Kandiho served as CMI chief from January 2017 until his retirement, while Bakahumura headed the unit from 2012 to 2017 before taking on a role in Logistics and Engineering.

Sources indicate that these arrests are linked to an inquiry sanctioned by the Chief of Defence Forces, Gen Muhoozi Kainerugaba. The probe reportedly focuses on allegations of false intelligence and treachery, and a source familiar with the investigation suggests that more individuals connected to the case are being sought.

This development follows earlier arrests of senior intelligence officers, including former DIS chief Maj Gen James Birungi and Director of Counter-Terrorism Col Peter Ahimbisibwe. Birungi and Byaruhanga have since been charged with treachery before the Court Martial and are currently detained at Makindye Military Police Barracks.

Gen Kainerugaba had previously posted on social media, referencing the capture of one of the “dancing Generals” and promising more arrests. This was in response to videos circulating online that showed retired generals celebrating their departure from the UPDF with energetic dancing at a ceremony presided over by President Yoweri Museveni. Gen Kainerugaba had publicly questioned the celebrations, stating that those involved would be investigated and arrested.

As of reporting, the UPDF had not issued an official statement regarding the detentions, and attempts to reach the acting Defence spokesperson were unsuccessful.
