UCAA Under Fire: Shs2.3 Billion Transformer Deal, Officials' Vietnam Trip Scrutinized

Members of Parliament on the Committee on Statutory Authorities and State Enterprises (COSASE) have raised serious questions regarding the procurement practices and financial accountability at the Uganda Civil Aviation Authority (UCAA). The scrutiny follows concerns highlighted in the Auditor General’s 2025 report, which also pointed to Shs17.4 billion in idle assets and non-functional airport scanners.

During a committee hearing on Tuesday, UCAA officials presented conflicting figures regarding the budget allocated for a crucial transformer intended for procurement from Vietnam. This inconsistency has fueled doubts among legislators about the transparency and accuracy of the UCAA’s financial dealings. The exact cost and the reasons for the divergent figures remain a point of contention, prompting a demand for clearer explanations from the authority.

Further complicating matters, the committee is also investigating an alleged trip by UCAA officials to Vietnam. The purpose and necessity of this trip, particularly in relation to the transformer procurement, are under examination. MPs are seeking to understand if the trip was justified and if it contributed to the procurement process or incurred unnecessary expenses.

The Auditor General’s report has broadly flagged several areas of concern within UCAA, including the management of assets and the acquisition of essential equipment. The transformer deal and the Vietnam trip appear to be focal points of the current investigation, with lawmakers determined to ensure public funds are managed judiciously and procurement processes adhere to established regulations.

Officials from UCAA were summoned to appear before the COSASE committee to provide detailed responses to these issues. The committee’s findings are expected to shed light on the operational and financial health of the aviation authority. The proceedings underscore the importance of robust oversight in public institutions to maintain public trust and ensure efficient resource allocation.
