TikTokers Charged with Defamation, Broadcasting Without License

Two popular Ugandan TikTok creators, Ronald Mayega (Omunyarwanda wa Bobi) and Swaibu Kakaire (One-One), have been formally charged and remanded to Luzira Prison. The charges stem from allegations made online against the Minister of Local Government, Balaam Barugahara.

Appearing before the Buganda Road Chief Magistrate’s Court, the duo denied accusations of publishing false news, conspiracy to commit a misdemeanor, and broadcasting without a license from the Uganda Communications Commission (UCC). The prosecution alleges that in July 2026, the TikTokers used the account @one.one.ug.media to spread an audio-visual story claiming Minister Barugahara had sodomised Mayega or was aware of individuals who had done so.

During the court proceedings, Mayega alleged he was subjected to torture after his arrest, claiming severe injuries including a cracked nose and leg wounds, and stated he was forced to confess. Kakaire corroborated these claims, alleging beatings and being forced to give a statement despite feeling unwell. Both stated they were held at Jinja Police Station for about a week.

Their defence lawyer, Jonathan Erotu, requested a medical examination for both accused, citing the torture allegations, and asked for the findings to be presented to the court. Magistrate Winnie Nakanya acknowledged the seriousness of the torture claims and directed prison authorities to conduct thorough medical examinations and submit a report at the next hearing.

The case is scheduled for mention on September 28, 2026. The court also noted the allegations of torture require investigation.
