PLU Launches 25 Million Signature Drive for Gen. Muhoozi's 2031 Presidential Bid

The Patriotic League of Uganda (PLU), a political group aligned with the ruling NRM, has officially begun a large-scale mobilization effort across the country. The group aims to collect 25 million signatures to back Gen. Muhoozi Kainerugaba as their choice for the presidency in the 2031 General Election.
This initiative is seen as a significant step in positioning Gen. Kainerugaba, son of President Yoweri Museveni, as a potential successor. The campaign launch coincides with a period where opposition groups are facing considerable challenges following the recent 2026 polls.
During a high-level meeting in Kampala, attended by various political figures, MPs, business leaders, and religious representatives, PLU officials confirmed the distribution of endorsement books. A new digital platform has also been introduced to broaden the reach of their mobilization and registration activities, allowing Ugandans to register as PLU members and access information.
Fadil Twala, the PLU General Secretary, emphasized that the organization and the NRM would not present competing presidential candidates, referencing their “Tukopamoja” arrangement. “We shall never have two candidates,” Twala stated, assuring attendees of unified support.
Deputy Speaker of Parliament Thomas Tayebwa, who leads PLU’s Central Executive Committee, articulated that supporters see Gen. Kainerugaba as the answer to leadership succession questions within the NRM. He clarified that this is a “people-led effort” and not a formal campaign by Gen. Kainerugaba himself, who remains in the military. Tayebwa noted that Gen. Kainerugaba would only launch a campaign after accepting the endorsement and retiring from the army, following President Museveni’s guidance.
PLU maintains it is a civic organization operating within the NRM framework, not a competing political party. The organization encourages its members, including MPs, to use parliamentary breaks to consult with communities regarding Gen. Kainerugaba’s presidential ambitions.
