Besigye saw Uganda as ripe for unrest, American witness claims

An American national, Andrew Wilson, has testified in the High Court that opposition figure Dr. Kizza Besigye allegedly viewed Uganda as prepared for “civil unrest” in 2024. Wilson, who goes by the alias Orlando, stated that Dr. Besigye believed the country was at a “good opportunity to strike” against the government.

According to Wilson’s testimony, Dr. Besigye cited widespread public discontent, significant divisions within the army, and growing dissatisfaction among police officers as key indicators. The witness claimed that Dr. Besigye also noted economic hardships and the government’s failure to pay some public servants, such as teachers and interns, as factors contributing to a favorable climate for political mobilization.

Wilson presented recordings he claimed to have made during a meeting with Dr. Besigye in Nairobi, Kenya, on November 16, 2024. In these recordings, Dr. Besigye allegedly discussed plans for political mobilization and causing civil unrest, which he believed would culminate in the assassination of President Museveni, followed by a military overthrow of the government. Wilson further alleged that Dr. Besigye confirmed his determination to assassinate President Museveni when questioned by his aide.

The prosecution’s case is that Dr. Besigye, along with others, held meetings in various international locations to plan the forceful overthrow of the Ugandan government. The defense has denied these allegations. Wilson also testified that Dr. Besigye claimed to have influence in over 46 districts and planned to utilize boda boda (motorcycle taxi) riders as “foot soldiers” to initiate widespread chaos, viewing them as expendable in the process.

Wilson is expected to continue his testimony, with cross-examination by the defense lawyers for co-accused Obeid Lutale and Captain Denis Oola scheduled for a later date. Dr. Besigye currently lacks legal representation for his defense in this matter.
