Nakaseke MPs Concerned Over Paltry PDM Fund Recovery

Legislators on the Public Accounts Committee (Local Government) are questioning the effectiveness of the Parish Development Model (PDM) in Nakaseke District, after it was revealed that a mere Shs28.2 million has been recovered from disbursed funds in the past year.

During a meeting chaired by Hon. Betty Nambooze, the committee learned that out of Shs25 billion allocated to Savings and Credit Cooperative Organizations (SACCOs) in the district, Shs6.46 billion was due for repayment in the 2025/2026 financial year under the Parish Revolving Fund (PRF).

The PDM focal person for Nakaseke, Robert Kaggwa, stated that 2,500 families had benefited from the program, and the recovered amount was collected on a voluntary basis. Hon. Nambooze expressed deep concern over the recovery rate, questioning how other districts might be performing if Nakaseke has struggled to recover even a fraction of the allocated funds.

Kaggwa attributed the poor recovery to a lack of clear modalities for beneficiaries to repay funds after the initial two-year grace period. He explained that recovery is now facilitated through the Wendi app, with notifications sent to beneficiaries, SACCO chairpersons, and the Ministry of Finance. Efforts are also underway to sensitize the public through radio and community meetings.

The committee also reviewed the concerning performance of the Youth Livelihood Programme (YLP) in Nakaseke. An audit report indicated that only Shs3 million was recovered from beneficiary groups, despite an outstanding balance of Shs923 million. Many of the groups have reportedly disintegrated, making recovery efforts difficult, and leaders have failed to attend follow-up meetings.
