Government Launches Probe into Teso and Lango Development Programs

The Office of the President, through its Department of Socio-Economic Monitoring and Research, has initiated a comprehensive inspection of major government wealth-creation initiatives in the Teso and Lango sub-regions. This oversight exercise will scrutinize the implementation of the Parish Development Model (PDM), the Presidential Initiative on Wealth and Job Creation (Emyooga), and the Cattle Restocking Programme.
The inspection is driven by concerns regarding beneficiary selection, access to funds, loan recovery, and overall accountability for these programs. The affected districts include Kapelebyong, Kalaki, Bukedea, and Soroti City in Teso, alongside Apac, Otuke, Dokolo, and Lira in Lango.
Minister of State for Economic Monitoring, Ms. Sandra Santa Alum, stated that the primary goal is to determine if these interventions are delivering the expected benefits and contributing to Uganda’s economic growth. “Given the substantial public resources invested in these interventions, the inspection will establish whether they are effective, reaching the intended beneficiaries and generating the production, employment and household-income gains required to support Uganda’s transition towards a tenfold-expanded economy,” she explained.
The monitoring team will engage with local leaders, technical officers, and beneficiaries, review records, and inspect enterprises to gain a clear understanding of the situation on the ground. Potential weaknesses, such as improper beneficiary selection, issues with Savings and Credit Cooperative Organisation (SACCO) governance, poor record-keeping, delayed fund disbursement, and low loan recovery rates, will be examined. The investigation will also look into any possible diversion of funds.
Minister Alum emphasized that the exercise is intended for accountability and learning, not intimidation. “We want to know what is working so we can replicate it, and we want to identify gaps so we can fix them,” she noted. However, she warned that findings indicating the abuse of public resources would be escalated to the appropriate authorities for action.
This inspection aligns with the government’s broader objectives under the Fourth National Development Plan (NDP IV) and its Tenfold Growth Strategy, aimed at increasing household incomes and financial inclusion. Local leaders and beneficiaries are urged to cooperate and provide accurate information to ensure the effectiveness of these vital programs.
