Uganda has issued a strong call for African nations to prioritize tangible results over the mere establishment of climate finance frameworks. Minister of State for Microfinance, Shartsi Kutesa Musherure, stressed that the success of climate finance efforts should be measured by their ability to drive investment and implement projects, not by the number of institutions or strategies created.

Speaking at the third Annual Africa Climate Finance Conference in Kampala, Musherure urged delegates to “not confuse architecture with outcomes.” She elaborated that climate finance strategies are only meaningful if they influence financial decisions, and climate taxonomies must lead to concrete changes in investment choices. A pipeline is only useful if projects reach financial close, and tracking systems are valuable only if they enhance accountability.

Musherure highlighted that while climate finance is crucial for Uganda’s economic transformation, the nation must now concentrate on implementing existing systems rather than creating new ones. The Ugandan government has already established a climate finance framework, including a dedicated unit within the Ministry of Finance, Planning and Economic Development over the past three years.

Moving forward, Uganda is shifting its focus from institution-building to policy implementation, aiming to integrate climate considerations into national planning, budgeting, and public investment management. The conference also delved into strengthening accountability and transparency in climate finance, with sessions dedicated to tracking funds from mobilization to expenditure and ensuring resources are used effectively for their intended climate actions.

The three-day conference convened a diverse group of stakeholders, including government officials, development partners, private sector investors, and civil society representatives, to discuss practical ways of converting climate finance commitments into impactful investments. The outcomes are expected to guide Uganda in operationalizing its climate finance architecture and improving the transparency and accountability of climate-related investments.
