MP Demands Justice and Compensation for Rider Killed During National Cleaning Day

A Member of Parliament has called for accountability and support for the family of a young man who lost his life under tragic circumstances. Katikamu County South MP Hassan Kirumira has petitioned the government to thoroughly investigate the shooting death of 28-year-old boda boda rider Ronald Jjuuko Kizito.

The incident occurred on Saturday, August 29, 2026, in Wakiso District, reportedly while Jjuuko was responding to a medical emergency. MP Kirumira stated in a plenary session that an altercation with a police constable escalated, leading to the fatal discharge of a firearm. The MP questioned the clarity and enforcement of the rules surrounding the national cleaning exercise, suggesting that citizens were not adequately informed about movement restrictions and potential exemptions.

He cited constitutional mandates for the police to protect life and maintain order, emphasizing that the guidelines for the cleaning exercise had not been officially gazetted or widely communicated. Kirumira specifically implored the Inspector General of Police to prohibit the use of live ammunition during such enforcement activities, stating, “We cannot kill Ugandans for refusing to do general cleaning.”

Kirumira further urged the Ministry of Internal Affairs to apprehend and interdict the police constable involved, identified as Allan Okello, and to investigate the circumstances. He also stressed the need for the national cleaning day guidelines to be formally gazetted and publicized through local administrative structures.

Appealing for humanitarian consideration, Kirumira described the dire situation of Jjuuko’s orphaned children and bereaved family, who were reliant on the deceased. He requested government compensation to help alleviate their hardship. Third Deputy Prime Minister, Hon. Rukia Nakadama, expressed sympathy and assured Parliament that the government is investigating the matter and will report its findings.
