Conflicting Lists Stall Nakivubo Flood Victim Compensation

Traders affected by the devastating floods that inundated downtown Kampala due to the Nakivubo drainage channel in October 2025 are yet to receive compensation. The delay stems from conflicting lists of eligible beneficiaries compiled by different entities, including the Uganda Revenue Authority (URA), Kampala Capital City Authority (KCCA), and the Kampala City Traders Association (KACITA).
Prime Minister Robinah Nabbanja informed Parliament that her office has held multiple meetings with stakeholders to reconcile these lists. However, each body presented its own roster: URA identified 360 beneficiaries, KCCA listed 460, and KACITA proposed 480 traders. This lack of consensus prevented the government from disbursing the promised funds before the end of the 2025/2026 financial year.
Nabbanja explained that an attempt to begin payments in May was halted when traders petitioned the President. Consequently, the allocated funds could not be transferred to the Prime Minister’s Office without a finalized beneficiary list. A subsequent verification by the Internal Security Organisation (ISO) identified 737 potential recipients.
Concerns about the protracted delay and the fate of a Shs20 billion compensation package pledged by the President were raised by Budadiri County East MP, Hon. Julius Nakiyi. Speaker Jacob Marksons Oboth echoed these sentiments, noting a recurring issue where compensation efforts are undermined by potentially inflated or manipulated beneficiary lists.
The compensation process is now on hold, awaiting further direction from President Yoweri Museveni after the traders lodged their petition. This situation highlights the challenges in ensuring fair and efficient distribution of relief funds in the aftermath of such disasters.
