Nebbi Municipality Urgently Needs Shs8 Billion to Resolve Office Space Crisis

Staff at Nebbi Municipality are contending with severely limited workspace, often resorting to working in corridors and overcrowded offices. This critical shortage stems from the ongoing delays in completing the municipal administration block, a project that has been stalled for years.

To address this pressing issue, Nebbi Municipality is now appealing to the central government for approximately Shs8 billion. This funding is desperately needed to finalize the construction of the administration block and alleviate the acute shortage of office space, which officials state is hindering efficient service delivery.

Since its establishment in 2017, Nebbi Municipality has seen significant growth in its workforce without a corresponding expansion of its office infrastructure. A recent inspection revealed departments crammed into insufficient spaces. For instance, the engineering department is operating out of a former dispensary, with multiple engineers and staff sharing a single room.

Other departments, including Natural Resources, Production, and Planning, are also experiencing similar congestion. This lack of adequate office space poses a significant risk to essential municipal functions such as physical planning, engineering supervision, and revenue collection.

Officials have repeatedly sought assistance from the Ministry of Finance for the completion of the headquarters, which was initially planned years ago. Despite numerous attempts to secure funding, including multiple letters of request, the municipality has yet to receive a positive response. Efforts are underway to engage local Members of Parliament to help facilitate a meeting with the Minister of Finance.

The administration block’s construction has a protracted history, dating back over two decades. While various funds have been allocated over the years, the building remains incomplete, requiring an estimated Shs8 billion to become fully functional.

Until this crucial funding is secured, Nebbi Municipality’s staff will continue to operate under challenging conditions, impacting their ability to serve the public effectively. The situation underscores the infrastructure challenges faced by newly established administrative units grappling with expansion.
