Nakivubo Flood Victim Compensation Stalled by Conflicting Beneficiary Lists

Traders affected by the devastating floods of the Nakivubo drainage channel in October 2025 are facing further delays in receiving compensation. The primary obstacle, according to Prime Minister Robinah Nabbanja, is the existence of conflicting beneficiary lists.

During a parliamentary session, Nabbanja explained that her office initiated several meetings involving the Uganda Revenue Authority (URA), Kampala Capital City Authority (KCCA), and the Kampala City Traders Association (KACITA) to compile a definitive list. However, each entity produced its own list: URA identified 360 beneficiaries, KCCA listed 460, and KACITA proposed 480.

These inconsistencies prevented the government from disbursing the promised compensation within the 2025/2026 financial year. Efforts to commence payments in May were halted when traders again petitioned the President, further complicating the process.

Following a verification by the Internal Security Organisation (ISO), a list of 737 beneficiaries has been identified. The compensation process now awaits further direction from President Yoweri Museveni, especially after the traders’ recent petition.

Members of Parliament, like Hon. Julius Nakiyi, have voiced concerns over the protracted delay and sought clarity on the status of the Shs20 billion pledged by the President. The Speaker of Parliament, Jacob Marksons Oboth, also expressed dismay, noting a recurring issue where compensation exercises are hampered by potentially inflated or manipulated beneficiary lists.
