MPs Demand Government Takeover of Kampala-Entebbe Expressway Operations

Legislators on the Committee on Physical Infrastructure are calling for an immediate government takeover of the Kampala-Entebbe Expressway’s operations. The committee, chaired by Hon. Mwine Mpaka, presented a report to Parliament on August 25, 2026, expressing serious concerns about the expressway’s management. They recommend that the Ministry of Works and Transport assume responsibility to reduce costs associated with private contracts and ensure revenue is available for loan repayment.
The committee’s findings revealed ongoing issues with cash transactions, audit discrepancies, contractor cost overruns, procurement irregularities, and public finance management problems. These factors have cast doubt on the project’s overall value for money and its ability to meet loan repayment obligations.
To address these issues, the MPs propose that the Uganda Revenue Authority (URA) manage toll collections and implement an electronic payment system. All collected funds should be directly allocated to servicing the expressway’s loan. Furthermore, the committee is advocating for a comprehensive investigation into the expressway’s management, including a forensic audit of its operations and revenue streams. A particular focus is the extension of a contract with Pinnacle Security Limited, reportedly worth Shs36 billion.
MPs also called for accountability, recommending that former UNRA accounting officers and board members be investigated and potentially prosecuted for failing in their oversight duties. The former Permanent Secretary of the Ministry of Works and Transport is also implicated for allegedly extending the Pinnacle Security contract without Attorney General approval.
Several other members voiced support, emphasizing the need for digital payment systems to curb revenue leakage and calling for thorough audits. While the Minister of Works requested more time to review the report, the Speaker has scheduled further consideration by the entire House.
