Entebbe Expressway Toll Revenue Surges to Shs4 Billion Monthly

Uganda’s first toll road, the Kampala-Entebbe Expressway, has seen its monthly toll revenue climb to approximately Shs4 billion, a notable increase from Shs3.7 billion in 2025. This surge in income is driven by a daily average of 27,000 to 28,000 vehicle passages on the 51.4-kilometer route.

Since tolling operations commenced four years ago, the expressway has accumulated over Shs192 billion in revenue. This figure accounts for more than 40 million vehicle passages recorded since the road opened. The government financed the construction of this vital link to Entebbe International Airport with a $350 million loan from China’s Exim Bank, which is partly serviced by the toll collections.

Officials acknowledge that while revenue is growing, it has yet to meet the projections set forth in the loan agreement. The credit facility, which began in July 2019 and runs until January 2032, requires annual repayments of $26.8 million (approximately Shs96 billion at the 2022 exchange rate). A portion of the toll revenue is allocated to loan repayment, with the remainder funding the expressway’s ongoing operations and maintenance.

Maintenance efforts have been continuous, encompassing routine and periodic repairs, drainage management, lighting systems, and upkeep of toll plazas and equipment, ensuring the road remains a functional national asset. The expressway has also recorded over 21,000 incidents since 2021, including 589 crashes, with speeding and mechanical failures cited as primary causes. Road safety campaigns continue to emphasize adherence to speed limits and safe driving practices.
