Uganda Finalizes New Climate Strategy to Boost Resilience and Cut Emissions

Uganda is set to finalize its updated national climate action plan, known as Nationally Determined Contributions (NDC 3.0). This strategy aims to significantly cut greenhouse gas emissions while simultaneously bolstering the capacity of its citizens, especially those in the agricultural sector, to cope with the increasing challenges posed by climate change. The plan aligns with Uganda’s commitments under the Paris Agreement, a global pact to limit the rise in worldwide temperatures.

According to Mr. Muhammad Ssemambo, Assistant Commissioner for Climate Change and Carbon Trade at the Ministry of Water and Environment, the new policy adopts a dual approach. It targets emission reductions, particularly in the energy sector, while also establishing robust adaptation measures to build resilience against climate shocks. Agriculture, which forms the backbone of the Ugandan economy and sustains millions, is a central focus, alongside transport, waste management, energy, and industrial processes.

The strategy is exploring various emission-reduction initiatives, including promoting cleaner cooking technologies to replace traditional, polluting methods and improving crop and livestock management. By clearly defining its environmental interventions, Uganda also anticipates strengthening its position in international carbon trading markets.

The development of NDC 3.0 is supported by international partners such as the United Nations Development Programme (UNDP), the World Wide Fund for Nature (WWF), and the Environmental Management for Livelihood Improvement Bwaise Facility (EMLI). UNDP Resident Representative Ms. Sarah Mujabi emphasized that the NDC 3.0 will be crucial in directing investments and partnerships towards effective climate action throughout the decade. However, she cautioned that current adaptation efforts need to accelerate to meet the growing vulnerability of local communities.

A recent study on forest targets, presented by EMLI consultant Mr. Junior Wanamani, will provide a baseline for quantifying adaptation and mitigation measures within Uganda’s forestry sector. The finalization of NDC 3.0 is expected to offer vital policy guidance and practical solutions to help farmers navigate the unpredictable weather patterns and extreme events that are increasingly disrupting agricultural productivity.
