Uganda's Pension Funds Hold Billions, But Investment Remains Stagnant

Uganda’s pension funds are sitting on substantial wealth, accumulating billions of shillings. However, a prevailing sense of caution among fund managers means a significant chunk of this capital is not being channeled into potentially high-growth areas.
This conservative stance, while aimed at safeguarding members’ retirement savings, has resulted in a liquidity problem. Funds are often held in low-yield government securities and bank deposits, offering minimal returns and failing to stimulate broader economic development.
Industry players acknowledge the paradox: immense financial resources are available, but the appetite for riskier, yet more rewarding, investments like infrastructure, private equity, or direct business ventures is limited. This cautiousness stems from a desire to avoid losses and ensure the security of retirement benefits.
The consequence is a missed opportunity for both the funds and the economy. Investing more aggressively could not only boost returns for pensioners but also provide much-needed capital for businesses and major development projects within Uganda.
Discussions are ongoing within the industry about how to balance risk management with the need for more dynamic investment strategies. The goal is to unlock the potential of these substantial retirement savings to foster economic growth while still protecting the financial future of retirees.
This situation highlights the ongoing challenge of mobilizing domestic capital for developmental purposes in Uganda, even when significant funds are available within the pension sector. Source: Daily Monitor (Uganda)
