A tragic pedestrian fatality on the Kampala-Entebbe Expressway has amplified calls from motorists and local communities for the reintroduction of the Express Penalty System (EPS). The incident, which took place on Sunday near Kajjansi, involved a collision that left a minivan heavily damaged and debris scattered across the road.
While authorities have not yet released details of the crash or the victim’s identity, expressway operators expressed their condolences and issued a stern warning. They urged the public to refrain from crossing the high-speed route illegally, damaging perimeter fencing, or accessing the expressway through unauthorized points, noting that recent sensitization campaigns on the dangers of pedestrian traffic had been conducted.
The suspension of the EPS, an automated system that previously used speed cameras to enforce traffic laws, has become a focal point of public discussion following this tragedy. Critics argue that the absence of such automated enforcement directly contributes to the ongoing spate of fatal accidents.
Eyewitnesses and regular commuters believe that the visible presence of speed cameras, as provided by the EPS, significantly influences driver behavior by encouraging adherence to speed limits. This, they contend, is crucial for providing drivers with adequate reaction time, especially in preventing accidents involving pedestrians who may enter the roadway unexpectedly.
Furthermore, residents suggest that the reinstatement of technology would aid security personnel in monitoring and preventing unauthorized pedestrian access to the expressway. Management of the expressway continues to emphasize the importance of drivers respecting speed limits, particularly around bends and exits, and implores nearby communities to utilize designated crossing points and avoid the highway.
