Renewed Calls for Express Penalty System After Fatal Expressway Crash

The tragic death of a pedestrian on the Kampala-Entebbe Expressway has sparked renewed calls for the return of the Express Penalty System (EPS). This camera-backed enforcement mechanism is being championed by motorists and local residents as a crucial tool to combat speeding and improve overall road safety on the busy route.

The fatal incident occurred on Sunday near the Kajjansi-Busega section, a stretch known for a sharp bend. Eyewitnesses and users of the expressway have voiced concerns that the absence of effective speed regulation, which EPS previously provided, contributes significantly to accidents.

“When drivers know cameras are working, they fear the penalties and control their speed,” stated Susan Okurut, a regular expressway user. She believes that lower, regulated speeds would provide drivers with more reaction time, potentially preventing such fatalities. Another resident, Kenneth Otim, suggested that cameras could help identify not only speeding vehicles but also pedestrians who illegally access the highway.

The expressway operator expressed sorrow over the incident and reiterated warnings against crossing the highway or tampering with safety barriers. They emphasized that the expressway is a controlled-access road and urged communities living nearby to utilize designated crossing points. However, the recurring accidents highlight a persistent challenge in balancing enforcement with public awareness.

The EPS, introduced to enhance traffic regulation through technology, was later suspended for review. Its potential reinstatement is now being seriously considered by many as a necessary measure to prevent further loss of life on the expressway.

Motorists are also reminded to adhere to speed limits and exercise caution, especially around bends and exits. The debate underscores the need for robust enforcement mechanisms to ensure compliance and safety for all road users.
