NSSF Moving to Reclaim 18-Year-Old Temangalo Land Purchase

The National Social Security Fund (NSSF) has announced it is in the process of regaining full control over a parcel of land acquired in Temangalo, Wakiso District, eighteen years ago. The fund clarified that it purchased 463.87 acres from Arma Limited and Amos Nzeyi in 2008, with all six land titles registered in NSSF’s name.

At the time of the 2008 agreement, a Memorandum of Understanding (MOU) was established. Under this agreement, Mr. Amos Nzeyi was permitted to retain 104.88 acres, which included a farmhouse and associated developments. In exchange, he was to provide NSSF with alternative, suitable land within six months. However, the land provided by Mr. Nzeyi reportedly did not meet the agreed-upon requirements, leading to NSSF’s inability to secure possession of the remaining 104.88 acres and the subsequent dispute.

This clarification comes shortly after the Parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) inspected the land as part of an investigation prompted by the Auditor General’s 2023 value-for-money report. Legislators noted that the contested portion remained occupied by farm animals, farmhouses, and a residence belonging to Mr. Nzeyi.

NSSF management indicated that after failed attempts to resolve the land swap issue through various agreements and arbitration between 2011 and 2013, valuations determined only 10 acres of the offered land were suitable. Consequently, NSSF issued an ultimatum in June 2026 for Mr. Nzeyi to provide suitable land by June 30. Following the ultimatum’s expiry, NSSF has initiated legal proceedings in the High Court to enforce the land swap terms and evict Mr. Nzeyi from the disputed 55 acres, reaffirming its commitment to protecting member interests and its land ownership rights.
