Arua District Headquarters Relocation Delayed Months After Shs1 Billion Commissioning

The new Arua District headquarters, a facility valued at approximately Shs1 billion, was officially commissioned and declared ready for occupation in May. However, three months later, district leadership has yet to relocate from their current offices in Arua City to the Odumi facility in Vurra Town Council.

This prolonged delay has raised significant questions among local leaders and residents. Concerns are mounting that a substantial public investment could be left underutilized, leading to a waste of taxpayer money.

Alfred Okuonzi, the former LC5 chairperson, has been particularly critical, arguing that the delay contradicts the purpose of constructing a dedicated administrative center. While acknowledging that some key offices like the CAO, HR, and CFO might require separate arrangements, Okuonzi stressed the importance of relocating most departments to Odumi to optimize resource allocation.

Conversely, the current LC5 chairperson, Cosmas Ayikubua, has indicated that the relocation will be a phased process. He cited the need to manage the logistics of moving equipment currently housed in the city offices, suggesting a gradual transition to avoid immediate challenges.

The debate over the district headquarters’ location is not new. Since 2021, there have been persistent discussions and disagreements within Arua’s leadership, with some advocating for the headquarters to be situated in Arivu Sub-county instead.

Residents and local leaders are now urging the Minister of Local Government, Balaam Barugahara, to intervene and provide clear guidance on the government’s stance regarding the new headquarters and its eventual full operationalization. The core issue remains not the existence of the building, but the delayed utilization of the Shs1 billion investment.

As the Odumi facility remains largely unused, the public awaits answers regarding the reasons behind the continued delay in its full deployment for the benefit of the district.
