The Parliament of Uganda has initiated a significant internal review, mandating all employees to present comprehensive academic qualifications and a complete employment history. This directive, communicated via an internal circular, requires staff to furnish documentation spanning from their earliest schooling to their highest attained degrees, along with a record of all promotions and job placements since their recruitment.
The primary objective of this exercise is to validate the authenticity of academic credentials and to meticulously track the career progression of each staff member. Officials emphasized that this process is crucial for upholding professionalism, meritocracy, and accountability within the institution.
This move comes in response to growing concerns regarding irregular employment practices, such as the existence of ghost workers and unsubstantiated promotions, which have plagued various public institutions. Parliament aims to rectify any discrepancies and align its internal records with established public service standards.
“We want to ensure that everyone in Parliament meets the required qualifications for the positions they hold and that promotions have followed the proper procedures,” a senior official from the Human Resource Directorate stated. The verification process will involve cross-referencing submitted academic documents with the issuing educational bodies and auditing promotion records against service histories.
Legislators on the Parliamentary Commission have voiced their support for the initiative, believing it will bolster public trust in Parliament as an employer. “Parliament must lead by example. If we are to demand accountability from government, we must first be accountable ourselves,” one Commissioner remarked.
The outcomes of this verification are expected to guide future recruitment strategies, promotion policies, and potential disciplinary measures, ensuring that the institution operates with integrity and efficiency.
