Youth SACCOs in Kampala to Receive Shs200 Million Each, Advisor Byaruhanga Confirms

Senior Presidential Advisor Moses Byaruhanga has reiterated President Yoweri Museveni’s pledge to allocate Shs200 million to every youth SACCO in Kampala’s five divisions. This financial injection is intended to significantly expand economic opportunities for young people in the capital.
Byaruhanga made these remarks at the belated Youth Day celebrations in Kawempe Division, organized by the Kawempe Youth Council. He encouraged the youth to prioritize entrepreneurship and job creation over solely seeking formal employment, highlighting government programs like the Parish Development Model (PDM) and Emyooga.
He urged youth leaders to ensure that the 30 percent of PDM funds earmarked for the youth are effectively utilized. Byaruhanga also noted the government’s plan to increase PDM funding from Shs100 million to Shs300 million per parish to broaden the program’s reach.
Addressing concerns about the impact of the Shs1 million PDM allocation per beneficiary in Kampala, Byaruhanga defended its effectiveness, urging critics to witness firsthand how recipients have improved their lives. However, he expressed concern over the Emyooga program’s performance in Kampala, where a significant number of SACCOs are non-functional.
The government plans to assess and reorganize underperforming Emyooga SACCOs, providing additional funding to those with potential. Byaruhanga stated that approximately Shs100 billion is injected annually into Emyooga as top-up funding, with a commitment to direct fund transfers to beneficiaries for increased transparency.
Further support for youth is coming in the form of a common-user facility in Mulago II Parish, which will provide skilled youth with access to machinery for manufacturing various products. Initially, access to this facility will be free, with modest utility charges to be introduced later.
Government officials emphasized that youth empowerment extends beyond financial aid, requiring a shift in mindset to foster innovation and self-reliance. The Kawempe Youth Council chairperson noted that the Youth Day celebrations also aimed to inspire lasting change and bring essential services closer to the community.
