Tororo Market Vendors Face Eviction Over Shs585 Million Unpaid Rent

The Ministry of Local Government has issued a stern directive to urban authorities to reclaim market stalls from vendors at Tororo Modern Central Market who owe a staggering Shs585 million in rental arrears. This tough stance was announced by the Permanent Secretary, Mr. Ben Kumumanya, during an inspection of the market.
Mr. Kumumanya stated that local authorities have the legal power to recover the owed money, including the possibility of auctioning the goods of persistent defaulters. He clarified that any surplus from such auctions would be returned to the vendors.
This decision directly rejects a petition from the vendors seeking a waiver of their accumulated debt. Mr. Kumumanya explained that the market was financed through a loan from the African Development Bank as part of the MATIP-2 program, a debt the government is obligated to repay.
“This market was reconstructed with a loan from the African Development Bank and it has to be repaid,” Mr. Kumumanya informed the traders. He urged vendors to either pay their dues or vacate their spaces for reallocation to those willing to meet the rental obligations.
A report presented by the Tororo Town Clerk indicated that some of the largest debtors are leaders within the vendors’ association, with some individuals owing over Shs3 million. The Permanent Secretary also expressed concern over the numerous empty stalls within the market, despite efforts to clear street vendors.
To alleviate financial pressure, the ministry is considering a Shs10,000 reduction in rent for lock-up shops. However, historical debts will not be waived. The government also plans to allocate funds to remodel certain stalls that traders find unsuitable for business.
Local leaders have welcomed the potential rent reduction but stressed the importance of vendor compliance. Tororo Municipality MP, Mr. Shyam Jay Tanna, noted that even small reductions can significantly aid businesses. He urged traders to settle their debts and foster a positive business environment.
Tororo District Woman MP, Ms. Angela Akoth, echoed these sentiments, calling for adherence to trade regulations and cooperation with law enforcement.
