Deputy Chief Justice Moses Kazibwe Kawumi has urged a united front involving courts, families, communities, and various institutions to effectively combat sexual and gender-based violence (SGBV). Speaking at the inaugural International Association of Women Judges–Uganda Chapter (IAWJ-UC) Partners’ Event, he emphasized that SGBV is not merely a legal issue but a profound violation of human dignity that hinders societal progress.
Justice Kazibwe highlighted the ambitious yet crucial goal of the IAWJ-UC to impact 1,000 families in 1,000 communities within 1,000 days. He reminded attendees that behind every statistic is an individual and a family, underscoring the human element of this pervasive problem.
While acknowledging Uganda’s existing legal framework against SGBV, the Deputy Chief Justice cautioned that laws alone are insufficient. “The existence of laws is only the beginning. The true measure of justice is whether those laws work for the person who needs them,” he stated.
He further advocated for strengthening specialised SGBV court sessions and extending them to Chief Magistrates’ Courts, bringing justice closer to affected populations. Kazibwe also welcomed the IAWJ-UC’s focus on training judicial officers in gender-responsive adjudication and providing practical support for vulnerable individuals.
Beyond court rulings, the Deputy Chief Justice stressed the importance of restorative justice and continuous support for survivors. The IAWJ-UC’s initiatives, including vocational training for survivors and community-level prevention films, aim to ensure recovery, dignity, and economic resilience.
Justice Kazibwe reaffirmed the Judiciary’s dedication to partnering with the IAWJ-Uganda Chapter and its stakeholders to enhance gender-responsive justice and judicial capacity in handling SGBV cases, recognizing the vital role of every actor in the justice chain, from law enforcement to civil society.
