Uganda Mandates Safety Checks for Sino and Dump Trucks Amidst Rising Accidents

The Ugandan Ministry of Works and Transport is taking decisive action to enhance road safety by mandating a two-month window for all Sino trucks and heavy dump trucks to pass essential safety inspections. This move follows a concerning rise in accidents involving large commercial vehicles on the nation’s roads.
The directive was established during a crucial stakeholder meeting at the ministry’s offices, which included representatives from government agencies, truck manufacturers and dealers, vehicle owners, operators, drivers, and various industry associations. Discussions centered on critical issues such as the mechanical condition of heavy trucks, instances of overloading, improper load distribution, driver fatigue, and instances of reckless driving.
As part of this new measure, all Sino trucks and other heavy dump trucks operating in Uganda will be subject to inspection. While the exact start date for the inspection period is yet to be announced, the ministry has indicated that further details regarding locations and procedures will follow.
These inspections are part of a broader strategy by the ministry to strengthen the enforcement of road safety regulations. The Transport Regulation and Safety department is tasked with overseeing vehicle roadworthiness and licensing to ensure compliance.
In addition to vehicle checks, the ministry is also proposing enhanced monitoring for commercial drivers, including accreditation and the issuance of identification badges. Plans are underway to establish a comprehensive database for commercial drivers to improve accountability and facilitate the tracing of responsibility in case of accidents or violations. Particular attention will be paid to preventing overloading and the unsafe transport of loose materials, such as sand, which can create hazards on public roadways.
This crackdown is a response to increasing public pressure to address road safety issues and improve compliance across the transport sector. The ministry has previously implemented mandatory inspections for other commercial vehicle categories, such as public buses, to ensure all vehicles on Ugandan roads are mechanically sound and safe for operation.
