Three Ministers Sworn In After Citizenship Scrutiny

Following a period of scrutiny by the Committee on Appointments regarding their citizenship status, three ministers have now been sworn into Parliament. Ambassador Adonia Ayebare (Foreign Affairs), Hon. Shartsi Kutesa Musherure (State for Microfinance), and Hon. Juma Witonze Kisekka (State for Internal Affairs) took their oaths of allegiance and of Member of Parliament during a plenary sitting on Wednesday, August 12, 2026.

The swearing-in ceremony, presided over by Deputy Speaker Thomas Tayebwa, marked their official entry into the House as ex-officio members. This means they will participate in parliamentary discussions and proceedings but will not have voting rights on matters before the House.

Ambassador Ayebare expressed his commitment, stating, “I promise that I will be present in this House whenever required. I look forward to meeting with you to serve this country.” Similarly, Hon. Shartsi conveyed her enthusiasm for her portfolio, saying, “The docket I am now serving in is one I am very passionate about; I look forward to visiting your areas to ensure that our people understand what this government is doing to leave no one behind.”

Their induction into Parliament follows their formal ministerial oaths administered by President Yoweri Museveni at State House Entebbe the previous day. The Deputy Speaker congratulated the newly sworn-in ministers, urging them to “focus on duties of serving the country with integrity and diligence.”
